MANAGEMENT DISTRICT PLAN SUMMARY
The North La Cienega BID (NLCBID) is a Property and Business Improvement District being established for a 5-year period by a consortium of property and business owners within the North La Cienega Boulevard commercial corridor known as the La Cienega Design Quarters. The NLCBID includes a unique mix of retail, restaurant, service, home furnishings, design studios and office uses centered along La Cienega Boulevard between Beverly Boulevard and Santa Monica Boulevard and along Melrose Place from La Cienega Boulevard to Orlando Avenue. The purpose of the NLCBID is to provide and manage unique activities for this important business center, including Streetscape Services, Security, Improvement Projects, Marketing, and Administration. The NLCBID will enable the NLCBID property owners, working as a unit, to fund needed property and business-related programs above what is provided by tax supported City of Los Angeles base level services.

The name of the proposed BID is the North La Cienega Business Improvement District (NLCBID)
Zones:
There is one benefit zone within the proposed NLCBID.
Services:
Streetscape Services, Security, Improvement Projects, Marketing and Administration.
Finance:
Benefit assessment of real property (138 parcels). No bonds shall be issued to fund NLCBID programs.
Location:
The proposed NLCBID is centered along La Cienega Boulevard between Beverly Boulevard on the south and on the north, just south of Santa Monica Boulevard at the City of Los Angeles/City of West Hollywood boundary line. The proposed NLCBID also includes Melrose Place from La Cienega Boulevard on the west to Orlando Avenue on the east. The proposed NLCBID excludes any parcels located partially or wholly in the adjacent City of West Hollywood including the two block segment located in the City of West Hollywood along La Cienega Boulevard from just south of Melrose Place to Rosewood Avenue. Budget: NLCBID assessment revenue for Year 1 (2022) is projected to be $975,042. It is noted that the Assessment Engineer has determined that general benefits equate to 3% of the total benefit value of $1,005,198 or $30,156. (See attached Engineer’s Report for more details on special and general benefits). Program costs associated with general benefits shall be derived from non-assessment revenue sources.
Year 1 – 2022 PROPOSED BUDGET (ASSESSMENT REVENUES/SPECIAL BENEFITS)
Benefits: “General Benefit” is defined as: “A benefit to properties in the area and in the surrounding community or benefit to the public in general resulting from the improvement, activity, or service to be provided by the assessment levied”. “Special Benefit” as defined by the California State Constitution means a distinct benefit over and above general benefits conferred on real property located in the NLCBID or to the public at large.
Formula: The proposed NLCBID assessments are based on three factors: building area, land area and street frontage. Year 1 – 2022 NLCBID assessment rates per parcel are as follows:

Cap: Assessment increases are capped at a maximum of 5% per year, subject to approval by the NLCBID Property Owner Association Board of Directors.
Formation: NLCBID formation is a two-step process. First, petitions signed by NLCBID property owners representing at least 50% of the total assessment to be levied must be secured. Second, property owners will be sent a ballot to vote on the NLCBID formation. Returned ballots in support of the NLCBID formation must outweigh those in opposition based on the cumulative amount of assessment to be levied on parcels included on each returned ballot.
Duration: The proposed NLCBID will have a term of five (5) years. After five years, the petition and balloting process must be repeated in order to renew the NLCBID and levy assessments again at that time. Future renewals may extend up to 10 years at a time.
