The Purpose
The North La Cienega BID is a collective voice of property owners, business owners, residents and stakeholders invested in maximizing the potential of the North La Cienega neighborhood. Property-based Business Improvement Districts are proven economic revitalization funding tools around the world, allowing property owners to pool their financial resources by assessing themselves to pay for certain districtwide activities and improvements. By forming a new BID in the North La Cienega neighborhood in Los Angeles, we are able to leverage private support bringing further public investment to the area, leading to enhanced safety and cleanliness, increased development and investment, and assist in fostering a vibrant environment in order to spur economic growth. The BID looks to be established in 2022 for a five-year period by a consortium of property and business owners within the North La Cienega.
The Work Plan
Security Service:
The BID’s safety teams would perform routine patrols on foot, bicycle or car 24hrs a day 7 days a week. They will respond to and assess safety and non-emergency situations and identify a path to a resolution. When necessary they would engage appropriate authorities as needed. The safety team would also work with local non-profits to address displaced citizen population.
Security Focus:
•Help with public intoxication, aggressive panhandling, noise violations, or other disorderly conduct
•Assistance with trespassing, including vandalism, theft, or graffiti in progress
•Support for compliance with Los Angeles policies regarding displaced citizen's encampments
•Engage local organizations to assist with resources for displaced citizens
•Reporting property damages or non-working street utilities with the BID boundaries to appropriate parties for resolution or repair
•Coordinate security efforts for scheduled social events
Cleaning Services:
The BID Cleaning Team would cover the entire BID 7 days a week with a staggered daily schedule. Cleaning efforts would be in public areas on La Cienega and the BID property side of the alley ways.
Cleaning Focus:
•Trash Removal from public use trash receptacles, which will be emptied and wiped down
•Add additional trash bins throughout the neighborhood
•Sidewalk, Gutter and Alley Sweeping: around businesses, public areas and in alley ways to clear debris.
•Bulky Items such as mattresses, crates and furniture can be picked up on a limited, case by case basis. A request must be made
•Graffiti removal to remove graffiti, stickers, and leaflets from buildings, street posts and trash receptacles up to a height of 9 feet from the ground
•Tree Wells and Planters in public areas will be cleaned of weeds, trash, and debris
•Sidewalk Pressure Washing to address unsightly stains and environmental issues such as animal/human waste, using biodegradable solvents when needed at least 1x per month.
The Assessment | How we are funded
Assessments are based on the programs to be funded by the BID (i.e. streetscape, services, security, improvement projects, marketing, and administration). The factors on which assessments are based are a combination of building square footage, plus land square footage, and plus street frontage (prime, secondary and alley).
The levels of service and frequencies along secondary street frontages will be 50% of those provided on prime streets (i.e. La Cienega Boulevard, Beverly Boulevard, Melrose Place and Melrose Avenue) and 10% along alley frontages. The corresponding street frontage assessment rates along secondary street and alley frontages match the levels of service to be provided along these frontages.
